Three Arrested After Human Trafficking Investigation in Durham
Two males and a female are facing numerous charges following a human trafficking investigation in Durham Region and the Greater Toronto Area.
In May 2025, investigators with the DRPS Human Trafficking Unit (HTU) began an investigation after receiving reports of a female being groomed into escorting. The female was threatened with physical violence and forced to work in the sex trade across Durham Region and the GTA.
In March 2026, investigators concluded their investigation and executed a search warrant at a residence in Pickering. As a result, two male suspects and a female suspect were taken into custody. In addition, several drugs, a loaded firearm, and prohibited overcapacity magazines were located and seized.

Jeffery Earle SHIRLEY, age 47 from Pickering is facing numerous charges including: Trafficking in Persons, Material Benefit Over 18, Procurring/Exercise Control Over 18, Advertise Sexual Services, Obtain Sexual Services for Consideration, Contravention of Storage Regulations, Possession of Weapon Dangerous, Unauthorized Possession of a Firearm, Unauthorized Possession of a Prohibited Device, Loaded Prohibited/Restricted Firearm with Readily Accessible Ammunition, Possess Schedule I Substance for the Purpose of Trafficking (cocaine), Possess Schedule I Substance for the Purpose of Trafficking (methamphetamine), Possess Schedule I Substance for the Purpose of Trafficking (fentanyl), Possess Schedule I Substance for the Purpose of Trafficking (percocet), and Breach Prohibition Order x2.
At the time of his arrest, SHIRLEY was already bound by a weapons prohibition order.
Taylor Daniel EIBBETT, age 36 from Oshawa is facing numerous charges including: Trafficking in Persons, Material Benefit Over 18, Procurring/Exercise Control Over 18, Advertise Sexual Services, Obtain Sexual Services for Consideration, Possession for the Purposes of Selling Cannabis, Possess Schedule I Substance for the Purpose of Trafficking (methamphetamine), Possess Schedule I Substance for the Purpose of Trafficking (heroin), and Possess Schedule I Substance for the Purpose of Trafficking (percocet).
Amanda Lee PARTRIDGE, age 34 from Pickering is charged with: Material Benefit Over 18.
SHIRLEY and EIBBETT were held for a bail hearing. PARTRIDGE was released on an Undertaking.
