Update: High-Risk Offender Has been Arrested

On October 7, 2025, police issued a public safety advisory regarding Matthew Donald Adlam, who had recently been released after serving a sentence for multiple sexual assault-related offences and was residing in Oshawa. Adlam has since been rearrested and is now facing several new charges.

On December 16, 2025, officers from the Central East Division responded to a report of an indecent act on a Durham Region Transit (DRT) bus. A complainant advised that a male passenger was observed masturbating on the bus. The bus driver was notified, and the individual was removed from the bus near Gibb Street in Oshawa.

On December 27, 2025, officers received a second report involving the same male, who was observed committing the same offence on another DRT bus. Officers attended the scene, located the individual, and took him into custody.

Police are asking members of the public who may have information about these or similar incidents to come forward.

Matthew Donald ADLAM, age 52, of Oshawa is charged with: Indecent Act x2 and Disobey Court Order x2.

He was held for a bail hearing.
