Procurement Services at Durham Regional Police Service 

The Durham Regional Police Service (DRPS) is committed to conducting procurement activities in an open, fair, transparent, and accountable manner, ensuring best value for public funds while upholding the highest standards of ethical conduct. 

Procurement activities are governed by the Durham Regional Police Services Board and carried out in accordance with international, interprovincial and local trade treaties, agreements such as the Ontario and Quebec Trade and Cooperation Agreement (OQTCA), the Canadian Free Trade Agreement (CFTA), the Canadian Economic Trade Agreement (CETA), Durham Regional Purchasing By-law 16-2020, and DRPS internal policies and directives.

Bid Opportunities 

DRPS posts public tenders, requests for proposals (RFPs), and other competitive opportunities on the Biddingo portal. Vendors are encouraged to create an account, select relevant commodity codes, and monitor the portal for opportunities that match their offerings. 

Participation in Buying Groups 

To leverage collaborative purchasing and enhance value, DRPS may participate in procurement processes conducted by the following cooperative buying groups: 

Participation in these groups allows DRPS to benefit from shared procurement efficiencies and sector-wide best practices. 

Vendor Engagement 

DRPS welcomes engagement with vendors who share our commitment to integrity, innovation, and service excellence. Vendors are encouraged to review relevant procurement bylaws and guidelines before submitting proposals. 

For purchases below the competitive threshold, DRPS may issue Requests for Quotation (RFQs) to a minimum of three qualified vendors.
