Male Facing Numerous Charges in Historic Sexual Assaults Investigation

An 82-year-old man is currently facing multiple charges related to sexual assault, along with one charge of assault, stemming from incidents that began in the early 1960s.

In September of 2023, the Special Victims Unit initiated an investigation following reports of a sexual assault that transpired in the mid 1980’s. A victim came forward, identifying a male known to her as the suspect.  Through investigation, officers have been able to identify additional victims and the investigation revealed additional reports of sexual assaults that occurred between the years of 1967 and 1991.

The accused resided in a private residence that functioned as a daycare facility in the Waverly Street South and Cartier Avenue area of Oshawa. Investigators are urging individuals who had children in this home during those years to come forward if they have any concerns. It's important to note that the daycare, previously operated from this residence and it is believed that they ceased its operations earlier this year.

Investigators are committed to ensuring there are no further victims and are appealing to any potential witnesses to come forward with any information they may have.

Frank NEGENMAN age 82 of Oshawa has been charged with numerous offences including Gross Indecency, Sexual Assault, Sexual Interference with Person Under the Age of 14 and Assault.

He was released on an Undertaking.
